Icap is under the microscope yet again. This time the Justice Department is investigating the London-based bond broker concerning its relationship with Blackbird and whether or not the firm is looking to it over or shut it down, according to an article in The New York Post. Blackbird is an electronic-brokerage company in North Carolina. Icap is already on trial for allegedly "poaching" senior executives from Cantor Fitzgerald, which was particularly hard hit by the September 11 attacks.
